I am pleased to join in presenting the Agenda in Pursuit of Justice: The 1997 Legislative Program of the Governor's Crime Commission. This document represents many hours of thought and work on issues that affect criminal justice in North Carolina and the quality of life for our citizens. During the months of its development, professionals in the criminal justice system have contributed their time, efforts, and ideas. I recommend the Agenda to each reader, confident that you will be reassured that we are moving in the right direction.
As Secretary of the Department of Crime Control and Public Safety, I am proud of the contribution that the Governor's Crime Commission makes to the future of North Carolina's criminal justice system. Realizing that it often takes years to see the effects of well planned programs for improvement, we can easily become discouraged, and must often weather the storms of criticism and skepticism before program worth can be measured. Regardless of this, the Commission continually sets priorities for innovative approaches to attack the most pressing problems facing North Carolina's justice system. At the present time, the Commission's priorities include the following:
These goals clearly demonstrate that the Governor's Crime Commission is dedicated to reducing crime and improving justice in North Carolina. Each of us, whether citizen or public official, must also become involved in this effort. The proposals contained in this Agenda will provide those additional tools necessary to get the job done, and I very sincerely solicit your advice and comments, but most of all, your commitment to our goal.
