JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT

Monitoring for Compliance in North Carolina

Each year North Carolina receives approximately $1.6 million in federal juvenile justice funds through the Juvenile Justice and Delinquency Prevention Act (JJDPA), which Congress enacted in 1974 and reauthorized in 2002. In order to be eligible for this funding, the state must ensure compliance with the four core requirements of the Act. These requirements are the following: Deinstitutionalization of status offenders (DSO), Removal of juveniles from adult jails and lockups (Jail removal), Separation of juveniles from adult offenders (Separation), and Reduction of Disproportionate Minority Contact (DMC). The Governor's Crime Commission is the designated state agency responsible for monitoring for compliance with the JJDPA. In order for North Carolina to receive its full allocation of funds, the state must be found to be in compliance with each of the core requirements.
